(Government Performance Monitoring System)
To enhance efficiency, accountability, transparency, and the quality of public service in government operations, the Annual Performance Agreement (APA) was introduced in the fiscal year 2014–15. Under this system, ministries/divisions and their subordinate offices/agencies remain committed to achieving predetermined targets in alignment with various government plans, strategies, and commitments. However, as certain limitations were identified in the APA framework, it became necessary to transform it into a more practical and results-based performance management system, considering the governments reform agenda. In this context, the government decided to introduce a new performance evaluation framework called the Government Performance Monitoring System (GPMS). It is a regular, structured, and ICT-based monitoring system that establishes a linkage between institutional planning and implementation, with a strong emphasis on achieving targeted results.
